Help wanted: Benefits officer for S.C. Conference of the UMC

The South Carolina Conference of the United Methodist Church is looking to hire a conference benefits officer to succeed the retiring Rev. David Anderson.

Overview

This position interprets and determines pension and group insurance eligibility in compliance with the mandates of The Book of Discipline of the United Methodist Church, mandates of the General Board of Pension and Health Benefits (GBOPHB) the South Carolina Annual Conference Board of Pension and Health Benefits, the South Carolina Annual Conference of the United Methodist Church, and applicable federal or state law and regulations. This position performs the necessary steps to accurately record such eligibility and to bill churches or other responsible parties for benefits.

Purpose of Job

As the conference benefits officer, this position serves as the enrollment officer for all participants in the various benefit plans administered through the SC Annual Conference. The CBO is responsible for the interpretation and implementation of all enrollment requirements.

The CBO is responsible for the review of all Ministerial Support Forms for compliance and eligibility. They are responsible for the entry of the data of such forms into the Conference’s billing system and Wespath’s database.

Major Accountabilities / Essential Job Functions

Following are the job functions for the role of Conference Benefits Officer.

Managerial Duties

• Supervise and direct work of two Benefits Specialists
• Serve as primary contact regarding policy and plan issues with Wespath and other vendors.
• Serve as liaison with the actuaries and the actuarial staff at Wespath
• Responsible for maintaining job-specific knowledge by participating in such groups and trainings as the Association of United Methodist Conference Pension and Benefits Officers (AUMCPBO), Healthflex Summits, Conference Benefits Officer Forums, Quadrennial Benefits Conferences, and online training events.
• Communicate with the Conference Board of Pension and Health Benefits regarding legal and regulatory issues dealing with pension and health benefits. Make recommendation concerning the same.
• Execute the various adoption agreements with provider vendors and Wespath.
• Coordinate and serve as announcer for Conference Retirement Service.
• Instruct and coordinate enrollment of new participants (School of Ministry)
• Coordinate pre-retirement seminars. Discipline requires at least one per year.
• Coordinate, instruct, schedule and hold any enrollment education meetings regarding annual election for health benefits.
• Coordinate meetings of the Conference Board of Pension and Health Benefits including any sub-committee meetings.
• Serve as ombudsman for participants in disputes in the programs administered by vendors including Wespath.
• Serves as initial source for disability claims and serves as staff support and coordinator for the Joint Committee for Medical Leave. Advises the DS and the BOM on the same.
• Acts as secretary of the Appeals Committee. Responsible for research and documentation on all pension appeals.
• Serves as interpreter of benefits and eligibility for District Superintendents as they deal with clergy within their Districts.
• Compiles the Combined Benefits Funding Plan for the South Carolina Annual Conference.
• Prepares Board of Pension and Health Benefits report to the Annual Conference.
• Work as a team player with the Ministry Advisory Team and others to provide a strategic vision for the Annual Conference.
• Responsible for coordination with Conference Secretary for the perfection of the Business Questions
• Counseling those in crisis, e.g. death of a participant or spouse, or retirement as it relates to benefits.

Pastoral Duties

• Acts as the Bishop’s representative with regard to clergy community deaths.
• Provides some pastoral care for active clergy, retired clergy, and their families.

Accounting Functions

• Develops rates for the direct billing of Benefits to the local churches and various entities of the Annual Conference.
• Serves as accounts receivable manager for direct billing for Annual Conference.
• Posts the direct billing of Annual Conference Center to accounts receivable.
• Post health benefits payroll deductions to accounts receivable.
• Processes all ACH transactions through the accounts receivable system (Shelby).
• Processes transfer of funds from the Annual Conference to the investments at Wespath.
• Processes all voided payments in the accounts receivable module of Shelby.
• Processes all paperwork to Wespath for the deaths of any active or retired clergy and their spouses.
• Submits all applications for disability benefits for active clergy to Wespath for the adjudication of the claim.
• Preparation of preliminary budgets and premiums figures for the coming year.

Human Resources Functions

• Processes all benefits enrollment for new clergy of the Annual Conference.
• Serves as a resource regarding pension and health benefits matters to all clergy of the Annual Conference.

Job Qualifications

Required

• Minimum of 5-7 years’ experience in Human Resources/ Benefits Administration including direct supervision and project/team management.
• Bachelor’s degree in human resources, personnel management, related field or commensurate experience.
• Excellent oral and written communication skills.
• Computer skills required include Microsoft Office products and an understanding of computerized accounting systems.
• Commitment to understanding and supporting the mission and standards of the United Methodist Church.
• Demonstrated experience advising in one or more of these areas: health insurance, retirement planning, investments, social security, and Medicare.

Preferred

• Knowledge of the United Methodist Church, its organization and structure.
• Professional certification in relevant field or active affiliation with Human Resources, Employee Benefits or related networks and organizations.
• Faith-based nonprofit experience.
• Experience managing day-to-day financial administration functions of pension, health and/or other employee benefit plans.
